Geen Sinterklaas, toch een cadeautje. Dit is een Archos camcorder. Hij heeft zelf de foto gemaakt, want dat kan hij ook. Hij was aangeschaft om het kersconcert van de World Bank/IMF Choral Society op te nemen. Maar dat gaat niet door. Het concert wel, maar ik niet. De American Bar Association wil mijn verhaal over het meten van justice sector performance (Adelaide, september) graag hebben in een regionale rechtersconferentie voor het Midden-Oosten, volgende week in Amman, Jordanie. En dus vlieg ik zondag naar Amman. Daar komt die camera vast ook van pas. <<

I bought it to record the World Bank/IMF Choral Society's christmas concert. But that will not happen. The American Bar Association wants me last minute to do my presentation on justice performance measurement (Adelaide, September) for its regional judicial conference for the Middle East, next week in Amman, Jordan. So I'm off to Amman on Sunday. The camera will come in handy there too.<<
Vliegen is geen pretje meer. In september werden al mijn cosmetica in beslag genomen door de veiligheidsdames op het vliegvled van Melbourne. In november dus biede keren maar de bagage ingeleverd. Maar ik mag hangen als ik dat nog een keer doe; ik moet via Parijs en dus neem ik geen risico. De Container Store verkoopt prachtige doorzichtige toiletzakjes in het toegestane formaat. Zo mag alles mee, zolang er maar niets groter is dan 100 ml. Dus vul ik twee kleine tubetjes met tandpasta, en twee doorzichtige flesjes met contactlensvloeistof. Verder had ik graag wat airmiles ingeleverd voor een upgrade. De ABA betaalt economy en ik wil graag iets beter slapen op deze overnight vlucht. Nee dus: mijn mijlen zijn wel van Air France en het vliegtuig ook, maar mijn ticket is van Delta Airlines. Gelukkig mag ik wel in de business class lounge. << Flying is not the fun it used to be. In September, all my cosmetics were confiscated by the Melbourne airport security ladiest. In November, I checked my bag both times. But this time I am determined, I have to connect in Paris and will take no chances, The Container Store sells beautiful clear toilet bags. You can take everything, provided nothing is larger than 3 oz (100 ml). So I fill two small tubes with toothpaste, and two clear bottles with contact lens fluid. Then, I would have liked to use some air miles for an upgrade. ABA flies economy, but I would like to get a little more sleep on this overnight flight. No way: my air miles are Air France and so is the plane, but my ticket comes from Delta Airlines. They do let me into the business class lounge, though.<<
Deze bult is hotel Le Royal in Amman. Tijdens de workshop, van de voorbereiding op dinsdag tot aan het afscheidsdiner op donderdag, kom ik het hotel niet uit.
De workshop is georganiseerd door de Arab Council for Judicial and Legal Studies. Die is opgericht om door uitwisseling van informatie en voorlichting en training voor de rechtspraak de Rule of Law in de regio te bevorderen. De ACJLS werkt samen met de American Bar Association. Deze workshop is onderdeel van een programma voor het ontwikkelen van benchmarks voor de rechtspraak in Arabische landen. Drijvende kracht is dr Salaheddin al-Bashir, voormalig minister van justitie van Jordanie. << 		This hump is the Le Royal Hotel in Amman, During the workshop , from the preparation to closing dinner, I do not leave the hotel. The workshop was organized by the Arab Council for Judicial and Legal Studies. Founded for information exchange, public awareness and training for judiciaries to further Rule of Law in the region, it cooperates with the American Bar Association. This workshop is part of program to develop benchmarks for the judiciaries in Arab countries. Driving force is dr Salaheddin al-Bashir, former minister of justice of Jordan. <<
De inleiders zijn dr. Beth Wiggins van het Federal Judicial Center, dr. Pim Albers van de Raad van Europa (CEPEJ) en ik. De organisatie is in handen van Omniah Ebeid, een Egyptische advocate die haar opleiding in de VS heeft gehad en nu programmadirecteur is voor ABA in Amman. Vanuit Washington is er georganiseerd door Clara Mathieu. Zij is programmamanager voor het Midden Oosten bij ABA op het hoofdkantoor, ze is Frans en bovendien was ze tot voor een jaar onze teamassistent bij de Bank. Omdat ik zo kort van te voren ben ingeschakeld moet ik ter plaatse nog veel huiswerk doen. <<

 Faculty are dr. Beth Wiggins of the Federal Judicial Center, dr. Pim Albers of the Council of Europe (CEPEJ) and myself. Omniah Ebeid, an Egyptian American trained lawyer who is the program director for ABA in Jordan is the local organizer. From Washington, Clara Mathieu was in charge. She is French, ABA program manager for the Middle East and until last year, our team assistant at the Bank. Because I came to the team so late, I have a lot of homework to do. My presentation on measuring justice performance, held in Adelaide, needs to be customized for the region so all statistics heed to be done again. I work late, and Clara was a great help. .<<
Mijn presentatie over meetinstrumenten uit Adelaide moet worden aangepast voor de regio, dus alle statistiekjes moeten opnieuw gedaan worden. Dat wordt nachtwerk. Clara heeft goed geholpen. Ik heb drie onderwerpen. De eerst is: diagnoses van nationale rechtssystemen. Daarover ben ik met een team van de Bank een handboek aan het schrijven. Dan de presentatie over het meten van de prestaties van rechtssectoren wereldwijd. Die presentatie hier houden is andere koek dan in Australie, dat het goed doet in alle meetinstrumenten die ik bespreek. I have three topics. The first one is assessments of national justice systems. I lead a Bank team writing a handbook on this. Then the presentation about measuring justice systems world wide from Australia. Giving this presentation here is a different ball game. Australia scores well on all instruments. But, asks a professor from Cairo, why do the US score well on the Governance Matters Rule of Law index when it has invaded another country? And why is Iraq's score so low, asks the judical participant from Iraq. A lot of things go quite well there.<<
Maar waarom, zo vraagt een professor uit Cairo, scoort Amerika goed op Rule of Law in de Governance Matters Indicators terwijl ze een land binnenvallen? En waarom scoort Irak zo slecht, vraagt de deelnemer uit Irak, een rechter. Er gaat nog een heleboel gewoon goed in Irak.Bovendien heb ik op verzoek ook nog een presentatie gemaakt over strategievorming. Die laten we vervallen omdat er geen tijd voor is. Dit is al de tweede keer dat die presentatie in het water valt. De eerste keer was in Colombo in februari. Ik leid in Amman ook nog de samenvattende discussie aan het eind van dag twee. << I have also made a presentation about strategizing, as requested. We drop it because there is not enough time. This is the second time this presentation gets dropped. The first time was in Colombo in February. In Amman, I also lead the round up discussion at the end of Day 2. There is also a presentation on modernization in Singapore. Countries like Qatar and Oman and other in the Persion Gulf region look towards Singapore as a model. During a coffee break, I talk to judge Chia Wee Kiat and Anne Durray. <<
Er is ook nog een inleiding over de modernisering in Singapore. De regio, vooral landen rond de Perzische Golf as Oman en Qatar, kijkt naar Singapore als voorbeeld. Hier praat ik in de pauze met rechter Chia Wee Kiat en Anne Durray. De presentatie telde aanvankelijk 94 (!) dia's maar rechter Chia behandelt er negen. Veel Total Quality en certificatie. Op vrijdag is er wat tijd voor een kleine tour door Amman. Hier zijn we op de citadel, die wordt gerestaureerd door een Spaans team met steun van de Spaanse regering. We gaan ook nog naar het Romeinse theater en we shoppen voor kerstcadeautjes.<< The presentation, originally 94 (!) slides, talks about quality management and certification in the nine slides actually discussed. << On Friday, there is time for a small sightseeing tour. This is the citadel, a restauration project of the Spanish government. We also visit the Roman theatre and shop for Christmas presents.<<
Terug in Washington voor onze laatste Kerst. Wim is op vrijdag 15 december teruggekomen uit Nederland, ik ben op zaterdag 16 december 's avonds weer terug op het honk. We hebben veel vrije tijd deze keer: vier dagen met Kerst en nog eens vier met oud en nieuw. Traditioneel is inmiddels dat we naar de meezing-Messiah gaan in het Kennedy Center. Deze groep meezingers draagt feestelijke kerstgeweitjes. Dat is hier heel gebruikelijk.<< Back in Washington for our last Christmas here. Wim returned on Friday December 15 from the Netherlands, I am back home on Saturday December 16 in the evening. We have a lot of time off this time: four days at Christmas and another four at New Year. The Messiah Sing-Along in the Kennedy Center has become our Christmas tradition. This group of singers wears festive Christmas antlers, a common way of enhancing the season's spirit.<<
Nog een traditie voor Washington: Charles Dickens' A Christmas Carol in Ford's Theatre. Het theater is een monument omdat president Abraham Lincoln er, in de loge hiernaast, werd neergeschoten door John Wilkes Booth. Lincoln werd overgebracht naar een huis aan de overkant waar hij een dag later overleed. De Christmas Carol is prachtig vormgegeven. Veel lichteffect, geluid en muziek. << Another Washington Christmas tradition: Charles Dickens' A Christmas Carol in Ford's Theatre. The theatre is a monument because president Abraham Lincoln was shot, in this box, by John Wilkes Booth. Lincoln was transferred to a house across the street, where he died the next day. The Christmas Carol is beautifully designed. A lot of lights, sound and muscial effects. <<
Ook nog nooit aan toe gekomen: Festivals of Lights. Lichtdecoraties in de parken. In dit land van Walt Disney zijn ze adembenemend. Gewoonlijk rijd je met je auto door het park en de lichtjes. De eerste is in Watkins Regional Park bij Largo, ten noordoosten van Washington. Als je een auto bestuurt, je camera op het stuur zet en door een tunnel van lichtjes rijdt, dan krijg je dit. In Brookside Gardens, ten noorden van Washington, mag je uitstappen en rondlopen. Je betreedt de tuin door deze prachtige rups hier beneden in het midden. In het bezoekrscentrum is er soep en taart, en traditionele muziek door een groep genaamd Bedlam. Het is er heel gezellig. In Bull Run Park, rechts, moet je juist weer in je auto blijven zitten en vooral doorrijden. I<<  Another tradition is the Festivals of Lights: lights displays in the parks. In this Walt Disney country, the displays are dazzling. Mostly, you drive through the park and the lights in your car. On the left is the one in Watkins Regional Park near Largo, to the Northeast of Washington. If you take a picture while driving through a tunnel of lights, this is what you get. In Brookside Gardens. the one in center, you walk through this caterpillar tunnel into the garden. In the visitor center, there is soup, apple pie and traditional music by a group called Bedlam. There is a very convivial atmosphere. And in Bull Run Park, on the right, you are admonished to stay in your car and keep driving! <<
En ondertussen hebben we Gerald Ford opgewacht bij de Arlington Memorial Bridge toen hij werd overgebracht naar de Capitol Rotunda, wat ook weer lichtjes gaf en waar je verder niet veel van kon zien. De lijkwagen reed me topsnelheid voorbij. Toen Ronald Reagan overleed, in juni 2004, waren we in Nepal, dus dit laten we ons niet ontgaan. When in Rome...<< And meanwhile, we awaited Gerald Ford at Arlington Memorial Bridge as he was being taken to the Capitol Rotunda. Mainly lights and nothing much else is visible. The hearse drove by at top speed. When Ronald Reagan passed away in June 2004 we were in Nepal. But this time, we do not want to miss it. When in Rome...<<
